Maybe not TDD but without automated tests you still have to have people testing every release. If you do this weekly, it gets expensive.

Why is it that a PMP has to keep educating him/her self to maintain the certification? His/Her degree is for the lifetime w/o further educ.

True, but a university is accredited by the government to a public standard. PMP is a private certification by a for profit company.
