I am an attorney with about five years of experience, practicing predominately in the area of environmental and natural resources law. My background includes advising clients within a government agency on environmental statutes and regulations and also litigating environmental citizen’s suits. I have experience with many of the major environmental statutes (National Environmental Policy Act, Clean Water Act, Clean Air Act, and Resource Conservation and Recovery Act) and have also worked on issues related to federal Indian law and water law.

Counseled program clients on legal issues, including those arising under the Clean Water Act, the Clean Air Act, and the National Environmental Policy Act; prepared internal legal memoranda; compiled administrative records and collaborated on briefs with Department of Justice for defensive litigation cases. Commented on Environmental Impact Statements for various federal projects, including oil and gas leasing and reservoir projects; advised on Clean Water Act Section 404, including the extent of EPA’s authority in light of Rapanos; collaborated with agency workgroup on development of new Spill Prevention Control and Countermeasure regulations; reviewed the Region’s approval of State Implementation Plans and delegations of authority under the Clean Air Act; advised on Freedom of Information Act requests; drafted agreements for collaboration between EPA and other federal agencies.
Served as the principal attorney on a variety of environmental cases; drafted briefs and other litigation documents; presented oral arguments in state and federal courts, including one before the District of Columbia Circuit; handled settlement negotiations. Experience with cases involving the Clean Water Act, the Clean Air Act, the Resource Conservation and Recovery Act, the National Environmental Policy Act, and various issues of federal Indian law, including reserved tribal water rights and the National Historic Preservation Act. Supervised law students on projects, primarily internal memoranda, briefs, and other advocacy documents.
Prepared bench memoranda, drafted orders and opinions, researched a variety of legal issues, and otherwise assisted the Judge with the court’s docket.
