I think that companies that can retain women is a sign that they are flexible companies because we know that women- much more so than men - will leave a company if it is not flexible. So companies were rewarded for having 50% women.

Interesting response Penelope. I am about to start working at a male dominated construction company. I'm leaving an all woman department because of a lack of flexibility among other things. But it's up there! I'm expecting the new job to be more flexible and have less stress and I figured it would be that way due to having more men than women. But your comment makes total sense, I'm just not sure if it's a reality. We'll see.. I'll let you know in a couple of months how it's working out.
