Restructure schools so that the students have a governing board alongside and as powerful as the principal and two spots on the school committee that are held by seniors who are 18 years of age. This will help to promote a positive school culture and ownership of their education. Guaranteed. The key is for the administrators to treat the students on the governing board as equals and not idiotic students who must be managed. Also key is to be true and not say they have power but not grant it.
