With very limited funds, my practical advice would be to continue to land work in the near term wherever it becomes available until you have the ability to exercise more creative options. If you can afford it, work part-time so that you might begin to dedicate more energy to your creative talents.
Begin to build a literary portfolio even if you are not yet getting paid for it. Enter your poem, novel, or stories in contests online and save your pieces for reference. Many firms outside of your immediate area are likely in a mode to employ you for your services. The stumbling block to them hiring you is that they may not know what you can do for them. It's up to you to show them by sending them samples or a proposal.
Start looking through magazines or online at sites such as, http://www.mediabistro.com, for freelance ideas. Have faith that you will attract opportunities. As a writer, in which publications would you like to see your byline? You are passionate about literary work so now you must see it done. Draw up a schedule each week of assignments that need to be completed and contacts that need to be made in order for you to accomplish your vision.
Success often depends on the support of other people as well. Seek out individuals who believe in you and your writing. Volunteer to cross-promote your work by copywriting with other creative souls even if the projects are pro-bono.
Challenge the mindset of the recruiters who are sending you out on the administrative jobs by changing your own focus. "Act as if" you are the most high profile creative executive in town and chances are, others will follow suit and begin referencing you for that work. High achievers with a great desire to have something, always find a way. Persistence reaps results.

1 RESPONSES TO "I LIVE IN A TOWN WHERE BUSINESS ADMINISTRATION IS IN HIGH DEMAND AND MY BACKGROUND IS IN THAT FIELD OUT OF NECESSITY. I AM A CREATIVE PERSON SO IT'S KILLING ME. HOW DO I CHANGE THE EMPLOYMENT AGENCIES MINDSET TO SEE ME IN THE LATTER LIGHT?"
Where does the writer live where there is a high demand for Business Admins? I am trying to get into that field! All we have where I live are low-paying service jobs. A place where if you have a college degree makes you over-qualified for most jobs. So if you have any ambitions to move ahead would depend on how well you kiss-up.
