Those are big questions for 500 characters! But as a former developer of QA departments for small and growing software companies, I am interested in the topic. I'd begin a new job by asking those very questions -- and making sure that it was a discussion that included representatives from all departments. If there's still some interest in the subjects you've raised, maybe it makes sense to break them down into forum discussions. I'll start there with my 2 cents!
