Community Guidelines isn't a bad idea, but might be something better done on a network-by-network basis (linking to a post in the forum explaining them). In my Web Startups group, for instance, I'd want founders to feel free to announce if their startup were open for signups / request reviews... so long as they don't abuse it.

Sometimes people don't even know they're being shameless, so a simple nudge will do the trick more often than not.
