I think what the author is saying here is that, regardless of the actual practices involved in your or any CS dept, a positive attitude is incredibly valuable.
You can have all of the knowledge reserves or chattiness in the world, but if you don't have a positive attitude about truly valuing and serving the customer, you probably won't go very far.
Just because Raquel brought up that "nice" isn't always the same as "positive" - in Raquel's case being fair, honest, and OPEN in her communication is how she shows value for and best serves the customer. Sometimes there is no way to actually be "nice" even though you are being "positive".
Like I said, different implementations abound!
